Sometimes yes, sometimes no, and the difference is a property of the specific vehicle rather than the company's attitude.

The short version
Ontario permits passengers of legal drinking age to consume alcohol in a limousine or party bus only where the vehicle meets the requirements set out for it — principally that the driver is separated from the passenger compartment and the vehicle is properly equipped and permitted for the purpose.
That is a fact about the vehicle, not about the operator's willingness. Two buses in the same fleet can differ.
The age rule has no exceptions
Where any passenger is under nineteen, the vehicle is alcohol-free for the entire trip. Not the under-19s only — the vehicle. This is why prom and student bookings are dry regardless of what any parent authorises.
A chauffeur who allows it risks their licence and the company's. No operator worth booking will treat this as flexible at 11pm on a Saturday.
What to ask before you book
- Is the specific vehicle assigned to my booking permitted for on-board consumption? Ask for it in writing.
- Will every passenger be of legal drinking age? If not, the answer is no regardless.
- Can we bring our own, and what is provided? Ice, glassware and coolers are typically included; the drinks are usually yours.
- What happens if the group is over-served? Chauffeurs can and do end trips where behaviour becomes unsafe.
An operator who answers “sure, no problem” without asking about ages is not the careful one.
